Human resource is the core and initial resource of the development and innovation of a state and an army. As the leaping development of military talents training, the military human resources management should keep up with date and absorb the advantages of contemporary management theory, and establish the human resources management and innovation system which combine the traditional and modern management patterns and have the characteristics of it's own.In the past,because the military personnel administration was closed management, the military talents were not allowed to flow out and the internal exchange was difficult as well, even no channel for the social talents introduce to the army. There was serious restriction problem in military personnel administration. The restriction of planned administration system impeded human resources flow. Impractical or unsuited training made the talents no opportunity to display their abilities. Atmosphere of learning was not strong and short of passion of self-development, the motivation system was not perfect and it was hard to retain the talents, so on and so forth. All these became the the problems of military human resources management.In recent years, the army implemented the strategic policy of "keeping the Chinese characteristic way to strengthen the military forces with science and technology" and enforced the training and management of the talents. However, compared with the armies of the developed countries, the science and technology education of our commanders is still low, the qualification of our advice officials is still not balanced, the necessary policy for our scientists is still incomplete, the top professional officials are still in shortag, the official group is still unstable. At the same time, as to the rapid development of science and technology to the military officers quality's request, the renewal of knowledge for our army military officers also fall behind. looking from our army weaponry development need, the officers and soldiers also have difficulty to grasp and use new equipment, new technique synchronized with the request. These problems in military human resources emerged in the cross-century development of new-age military strategic policy, there were problems both in quantity and quality, system and mechanism, Which shows in: Lack of systematic design of talents resources development, policy and measures of the talents development; the funds for the talents resources development is excessively low; the gathering ability of the talents is weak; the Talents raise ability is bad. All these are the problems that must face up to and overcome in the military human resources management and the developmentIn order to construct the high quality army which can adapt to modern warfare, it must carry on the mechanism innovation to the military human resources management and the development. Firstly, emancipate the mind and transform the idea, realizes the new breakthrough on renews in the idea, impels the transformation from "the military talents management" to "the human resources management"; secondly, establish a set of scientific system of human resources management and the development, to benefit the talents stability, development, and flowing; thirdly, innovate the military training mechanism, enforce the "self-development" project, invigorate the talents knowledge renewal, strengthen the talents exercise and the training in practice, tighten the military officer training and inspection promotion system; Fourthly, innovate the "two-way job choice" mechanism of the human resources management, implement the position change, broaden the talents absorption channel, establish the humanistic team management pattern; Fifthly, innovate the safeguard mechanism of the rational flow of human resources, formulate the measures, manage in classification. To achieve the human resources management goal of the talents total quantity sufficient, the structure must be rational, the distribution must keep.To, Innovate the mechanism of pay-on-achievement, encourage the talents, professionalize the military officers, make the talents and army a real fate union are strongly recommended.
