After cold war, several international and domestic factors cause Japan form "normal state" stratagem. The stratagem which base on "normal state theory" ask Japan to gain proportional position with its Economic position in international politics; have equal voice with other great countries in international affairs, then Japan will become one unattached and independent pole in the multi-polar world. Accordingly, in order to form new national self-identity, Japan indoctrinates nationalistic consciousness into the country. Besides, the process include the below diplomatic approaches. Firstly, in order to exert Japanese martial effect, Japan must adjust its defensive stratagem and strengthen its martial power. Secondly, in order to try for maximal voice, especially in trying for standing UNSC seat, Japan must take part in the international affairs actively. Thirdly, Japan must think much of Asian diplomacy to try for dominical and central position in the regional affairs. Fourthly, Japan must develop Economic diplomacy's Political function which can transform into Political power. Of course, Japanese "normal state" stratagem acquire some achievements and frustrations. It will have profound influences on international pattern, regional pattern, and the relationships between great countries.
