A Research On The Role Of Information Disclosure In Government Information Construction

Information Resources are the lifeblood of the information society. The citizens' right to know the public information enjoyed by the government and the public sectors is the basis of insisting the information disclosure. To clear the responsibility, main principle, key contents in the process of information disclosure by legislation, and gradually establish and improve the information disclosure system, has extremely important practical significance for accelerating e-government and the government information construction. Government Information Disclosure Ordinance has been implemented since May 1, 2008, when the first time information disclosure was fixed in the form of administrative rules. This indicates that China's administrative building of the legal system would increasingly focus on legal system building process, and in this process "information disclosure" is increasingly emphasized.After summing up the successful experience of the building of information disclosure abroad, the author studies the course of China's information disclosure, its status quo, and the existing problems, analyzes the mutual promoting relation between information disclosure and government information construction, elaborates the necessity and significance of the implementation of our open system of government information. The author also gives some suggestions of improving China's government information disclosure after analyzing in depth the objective difficulty of implementing Government Information Disclosure Ordinance.From the perspective of information disclosure, this paper makes a comprehensive analysis of information disclosure system and the role of Government Information Disclosure Ordinance in the government information construction construction. This paper consists of eight chapters of five parts. In part one, which is also chapter I , the status quo and the significance of the research of information disclosure and government information construction are elaborated; In part two, which consists of from Chapters II and III, the construction and development of information disclosure of foreign countries and their valuable experience are introduced in great detail; In part three, which is also chapter IV, the mutual promoting relation between information disclosure and government information construction is elaborated in great detail. In part four, which consists of chapter V and chapter VI, the history of China's information disclosure, its existing problems, and the important role of information disclosure is generalized and summarized; In part five, which consists of chapter VII and chapter VIII, the objective difficulty of implementing Government Information Disclosure Ordinance is elaborated and some suggestions are mentioned.
