The Function,Dilemma And Corresponding Method For NGO At The County-level

Since the great reform and opening up there is rapid development among the Chinese NGOs (Non-governmental organizations), which play a vital and indispensable role in the local governance system, the NGO has become a necessary partner and assistant helping the local government improve the governance performance. Based on the theory of local governance and combined with the real circumstance of NGO, this paper mainly discussed the problems and challenges of local governance in the county-level; furthermore, it puts forward some suggestion to solve current shortcomings. The author believes that the research on the function and role of NGO will advance our knowledge and understanding on the real situation of local governance, consequently, the theoretical support will be provided and we can get some guideline for solving practical problems.The whole paper is composed of four chapters: the first part analyzes the meaning, features and pertinent research situation of local government theory, meanwhile, it introduce our definition of NGO and its current development. The second part presents the role that NGO plays in the local governance system and points out the dysfunctional situation that NGO will encounter then expresses the real situation and dilemma of the local governance in the county-level; we have to admit that there is still a long way to proceed. The third part provides some suggestion and methods for improving NGO's ability participating in the local governance system, which deploy in five aspects to further illuminate. Finally, the author brings forward his own opinion and expectation for the possible function the NGO will have in the future by using an example.
