The reform and open policy has been for 30 years sincel978, there is a larger scale of transient population in our country along with the economic society develop unceasingly. And it' s changing the relations of original benefit pattern and the social class in our country day by day widely and profoundly. And it has also been the hot spot, the focal point and the difficulty to the educational world attention, and it' s research field mainly involves population floating community' s present situation, characteristic, tendency, the influence, as well as relevant law special operational policy measures and so on correlation theories. But, there is few scholars of the educational world pay attention to the mutual relatedness between the population floating and the reform of legal system .In order to fill in the research vacancy of movement of population, further deepen the reciprocity understanding of the population floating and the reform of legal system, the author try to conduct a development research for the population floating and the legal system.
