Minority Floating Population Protection

With the deep development of the reform and opening-up and the socialist market economy, the minority population living in remote inaccessible areas began moving to the eastern region and the medium-sized cities. It has become an important socio-economic phenomenon that the rapid growth of the floating population and the frequent population movement from rural to urban of ethnic minorities. The floating population in urban is one of the important issues in sociology, economics and many other traditional demographics .It is also an important issues of the national law. Cities are the main meeting points for different peoples and cultures, and are the main trigger zone for the issue of ethnic relations. It has become a topic to be addressed for the urban managements and the national departments, that how to manage and service for the floating population of ethnic minorities and fully protect their equal rights and interests. It needs corresponding theoretical guidance, needs to adjust and improve the existing national policies, needs to draft new national policies, laws and regulations, needs to update and improve the mechanisms of the urban ethnic working. In the new era of socialism, we should do our best at the floating population of minorities, safeguarding and realizing the rights and interests of them. It is conducive to the development and stability of the cities, to the national unity and the common progress of all ethnic groups. It even has important practical significance for the entire country.This paper is based on field research and the Marxist theory and legal theory, and is under the guidance of building a socialist harmonious society. The breakthrough point of this paper is the practical problems about the floating population of ethnic minorities in cities. It analysis the characteristics of the floating population of minorities and the economic and social factors of the urban. And make recommendations on protecting the legitimate interests of these population. Under the principle of the theory serves practice and the theory guides reality, I hope this paper could provide a little idea for the national jurisprudence, which could study practical problems much border and deeper.Part I: Analysis on the situation for the floating population of the national minorities in the urban areas. As per the above-mentioned analysis and the actual situation of the national minorities and the urban areas, the corresponding measures and methods were put forward.This paper use the theory of law, ethnology and anthropology .On this basis, it takes the following research methods: case studies, multidisciplinary and comprehensive study, abstract induction, integrating theory with practice and so on. It studies detailedly of China's minority status of the floating population as well as the faced problems. It hopes to get comprehensively and deeply understanding of the issues that how to protect the interests of the floating population. It also hopes to summarize and extract the universality and regularity problem of this topic, in order to prepare the theoretical basis for specific measures.
