By using the methods of literature study, questionnaire survey, interviewing method, and comparative research. the on-campus operational mechanism for the university students' appealing (COMUSA) has been the theme for. COMUSA is theoretically dealt with at first to find out its research basis; and then its scope, organizational arrangement, the process and the results are discussed. Based on the analysis of the deficiencies of the current COMUSA, the suggestions for improvement are put forward.This thesis holds that the COMUSA is the most important guaranty for students' legal rights, and it is also a critical embodiment of such educational notions as governing the campus by law and centering on the needs of students. The reasonable COMUSA provides the students with a non-suing channel to solve disputes on campus, and it can mitigate the conflicts between the university and the student.The major findings are: firstly, to define the scope of COMUSA with the principles of being reasonable and adequate; secondly, to enhance the independence of the appealing organ and improve the arrangement and its staffing, and especially clarify the legal documents; thirdly, to design the appealing procedure more systematically; fourthly, to emphasize the values reflected in the results of COMUSA in the articulation of on-campus appealing with the administrative reconsideration or judicial appeals.
