Vietnam has made great achievements since its economic reform and openning to the outside world beginning in the year of 1986,and it has recorded double digit increase in its economic development , a market economy under state regulation has been established.In this endeavour ,Vietnam has received substantial support from the international community .Nevertheless ,Vietnam remains a poor country with low per capita income .The Government of Vietnam recognises this problem and believes that a strategy to achieve high and sustainable growth will narrow the economic development gap between VN and other countries both in the region and the world ,generating resources to reduce poverty and raise the walfare and liveing standards of the people .To begin with,this paper elaborates on the different poverty standards practised in Vietnam during the different periods and among different districts. In the second place, the paper presents a rather detailed generalization of the past and present poverty situation in Socialist Republic of Vietnam, then the paper makes an relatively in-depth analysis of the causes that gave rise to impoverishment of different level in Vietnam that ensued.In the chapter that follows, the paper directs its discussion on an overview of the efforts made by the Governments at all levels in Vietnam to alleviate its poverty situation in the past fifteen years, and concludes that Vietnam has achieved a great deal ever since.And it shoud be acknowledged that the Vietnamese government has adopted a lot of measures compatible with its national situation,and thus accumulating valuable experiences in its efforts to fight povety.There remains,however,barriers to the smooth fultilment of anti-poverty goal in the future ,a number of important cross-cutting issues emerge from this analysis that need to be addressed .One of these challenges is to ensure equality ,both in terms of ensuring that the benefits of growth are distributed evenly across the population and in terms of people's easy access to public services.This in turn will involve addressing the affordability of education and curative health care for households.In the last part of the paper ,the author makes predictions about the future trend of poverty in Vietnam,and ends the paper with complete confidence on the realization the project of poverty reduction set by the Vietnamese government before 2015.
