After new China was founded, in order to speed up the process of modernization, our country grabed the surplus funds from the agriculture and provided accumulation for industrialization through the man-made price differences between industrial and agricultural products. Therefore , our country gradually established and carried out a series of unfair system between urban and rural residents such as household registration management system, means of subsistence supply system, employment and social welfare system so on. As a result, the urban-rural dual structure is more and more "rigid" to turn and the majority of farmers do not enjoy equal national treatment to urban residents and become national "second-class citizens" actually.Since reform and opening up, along with the modernization construction rapidly push forward, our country's urban and rural society have undergone enormous changes, the living standards of urban and rural residents have significantly increased, but the urban-rural dual structure has not fundamentally improved, and even the economic and social development gap between urban and rural areas trend to become wider. In income distribution, consumption, employment, education, health care, political rights and social security areas, the urban - rural unfair phenomenon are still emerging one after another and the peasants become the community of vulnerable groups and it is difficult to fairly enjoy the result that modernization construction bring.At present, our country is committed to building a harmonious society, the urban- rural fairness is the prerequisite and basis of the urban- rural harmony, our country should adjust economic development strategies, strengthen and improve democracy and legal system construction, and reform the urban-rural dual system to eliminate various unfair factors, coordinate urban and rural economic and social development, and at last build into a fair and harmonious urban-rural society.
