The existing Government Public Vehicle-using System (GPVS) was born in the planned economy times, and had once produced many positive effects. But in nowadays, with the development of market economy, the problems of GPVS become more and more outstanding. For a long time, various defects of the GPVS itself and the problems in its implementation have enormously increased the consumption of institutional resources, and destroyed the government officials' image, and as a result it has become a focus general public are all concerned about. So how to reform and perfect the GPVS has become an important problem we must face straightly. Since 1994, when the General Office of CCP Central Committee and the General Office of the State Council jointly issued "the Regulations on the Supervision of the Vehicles Equipment and Using in Party and Government Organs", the reform of government vehicles has begun. Although many places have carried out some beneficial explorations and obtained some experience, most of the reform encountered embarrassment halfway mainly because of the deficiencies in reform program, for example, the direction, goal and the guiding ideology are not clear, the project designed is unfair, the reform is not carried out thoroughly and so on. These have caused the operating process to deviate from the desired direction. As a result, the reform of GPVS in many places has to be brought to a halt halfway.Based on analysis of problems existing in the situation of using government cars and the current reforming practices of domestic and foreign GPVS, this paper points out that the present reform models of GPVS can be summarized as two: one is capitalization, and the other is to strengthen the standardized management of the government public vehicles. Considering the dilemma of the present reform of GPVS, we should be realistic and explore a scientific, reasonable and innovative reform model. The innovative ideas of this thesis are that it adopts the Institutional Change Theory in New Institutional Economics to analyze the reform of GPVS, and return to practice in the end. It puts forward that we should suit measures to different local conditions, and gradually realize the transition from strengthening the standardized management model to capitalization. The author also expects to provide some beneficial theory support for making further reform plan of GPVS in our country.
