Policy practice at home and abroad, public policy implementation discrepancies in common. Because of institutional transition and social transformation and other reasons, the current problem is particularly serious in China. Policy deviation in the implementation process will not only directly affect the policy issues resolved, the policy led to defeat the purpose intended and will damage the government's image, undermine government authority and credibility.
