Globalization has put forward various challenges to the original national system arrangements, the basis of mechanism operation and people's lifestyles, the paying crisis of Public Pension System which based on the pay-as-you-go was increasingly deepened. During the 10 years of Tony Blair came into power, he took the reformation of Public Pension System as a very important parts of the welfare reformation under the guidance of the third way , which benefited many elder people in the U.K , it also had a profound influence to relearning the relationship between the state and the market, fairness and efficiency as well as the prospect of reform direction of welfare states.This paper is divided into four parts:The first part introduces the origin and the development of the British Pension System after the Second World War. After the Second World War, the U.K passed some welfare regulations and became a well welfare country, carrying out a cradle to grave welfare system which could give all around insurance of the Pension system. After Margaret Hilda Thatcher came into power, she promulgated a comprehensive reformation of market under the influence of the New Liberalism.The second part mainly tells the reformation backgrounds of the Pension system of the Blair government. Firstly, the reformation of Pension system of Margaret Hilda Thatcher government reduced the elder people's income, deepened their poverty and lead to the market of Pension system foundation without a powerful supervision. Secondly, from the 1980s, the global economy and technology have been developing so fast ,that make a profound influence on the structure of the manufacturing and employment, many people lost their jobs, these all result in the government Pension system lack of the sources of financial revenue. Thirdly, the propose of the Third Way offered an theoretical guide to the reformation. Fourthly, the crucial competition among parties motivated the reformation and the innovation on the system.The third part makes a specific elaboration of the reforming Pension System of the Blair government. The reformation not only persistence on market-oriented, but also take care of the efficiency and justice, tried to build a Pension System, the National Second Pension system, the Minimum income Guarantee (MIG)and so on. On the reformation of the employment, passed a new policy of From welfare to work which would reinforce the public employment structure and its service, push forward the employment of those social vulnerable groups. All of these regulations were really good to the whole society and strengthen the supervision of the whole system.The fourth part mainly talks about our thinking about the Pension System of Blair government. The reformation of Pension System must have an interactive relationship with the grand economical operation, a reasonable Pension system would be beneficial to the development of the economy. The government needs to deal well with the relationship between the nation and the market as well as the justice and efficiency. The marketlize operation would make the safety issues become more serious , therefore, the role of the government should be changed from the supplier to the supervisor.
