This paper selects the administration thought of the Blair government and the BushAdministration as the object of study, and uses the historical and comparative researchmethods.The administration thought mainly consists of three levels, from deep to shallowfollowed by values, constitutional concepts and governance concepts. However, the BlairGovernment and the Bush administration’s governance concepts and governance modelsare very similar, so governance concepts will not be discussed in this paper.The introduction primarily tells us the background and value of the selected topic,definition of the important concepts, related academic reviews, research methods andthesis framework.Chapter1Changes in National Circumstances of the United States and Britain innearly a Decade after the Cold WarThis chapter describes the changes of the Anglo-American historical backgroundbefore Tony Blair and George W. Bush taking office. For political and ideologicalheritage, the reform of the Conservative Party initiated by Margaret Thatcher deeplyaffected the administrative thought and practice of Blair and the Labor Party, and ClintonGovernment’s successful reform created a more favorable situation to his successorGeorge W. Bush. However, Mrs. Margaret Thatcher ignored the local government’srequirements for the separation of powers, and in the late period of Clintonadministration, he was bogged down with scandals about his private life and was subjectto impeachment. Thus, the Anglo-American economy appeared in disorder and recession.Chapter2Comparison of Administrative Value Orientation of the Blair Governmentand the Bush AdministrationThis chapter compares differences and similarities of their values, through detailingTony Blair’s Third Way theory and remolding the ideology and practice of "New Labor"and George W. Bush’s neo-conservative connotation, as well as their religious values andreligious words and deeds.Chapter3Comparison of the Blair government and the Bush Administration Constitutional ConceptsThis chapter is divided into two parts, that is, the relationship between executivepowers and other powers, and the relationship between central government and localgovernments.Chapter4Conclusions and Implications for ChinaThe author believes that the values are the core of administrative thoughts, and theconstitutional concepts dominate the revision of the political rules. The disparity ofAdministrative thoughts between the Blair Government and the Bush Administrationmainly reflect in these two aspects.
