Research On Government Integrity And It's Evaluation Indicators System

During the period of economic transition, the lack of social integrity has seriously affected the healthy development of the market economy in China. The most urgent task to overcoming this crisis is to build up a sound social credit system quickly. Government has an important role to play in this process for reasons that government integrity is not only one part of social credit system itself, but also it is the preconditions for social stability and economic development. The building of Government integrity has great importance, therefore, this dissertation try to build up a set of scientific and reasonable evaluation indicators system focusing on the government integrity, to provide an effective tool for quantitative evaluation of government integrity, and then take effective measures against insufficient to improve the government credibility.On the basis of literature review, the first section of this dissertation research results related to the government's integrity, this dissertation strictly defined the connotation of Government integrity, and analyzed its manifestations and theoretical origins; then, by analyzing the interview content, 36 evaluation indicators were selected from following three dimensions: honesty, trustworthiness and justice. To ensure the scientific and operational of the indicator system, we combined the theoretical construction with questionnaire investigation, using factor analysis method to screen these indicators. In doing so, 8 invalid indicators was excluded and the evaluation indicator system thus includes government honesty, trustworthiness, justice and social development four dimensions with 28 indicators left. According to these evaluation indicators, the paper promotes some construction proposals, in the hope that the government integrity of our country can benefit from it.
