Government Credit Incentive To Government Achievements Based On Structural Equation

Government's good credit and remarkable achievements are the important foundation for a developing society. Only the government maintain a good credit and great achievements, can promote social development. But in reality, there were many problems about credit and inefficiency in Chinese government especially local governments for various reasons, which brought out lots of social problems. Many scholars believe, if the idea that government credit has incentive to government achievement approve to be true, we can raise the level of government achievements by improving government credit level, further promote the whole society's development. Whether there is incentive between the two, this article, taking it as a starting point, study on the incentive relations between government credit and government achievements.In the actual study, through consulting massive documents, first we established the conceptual model of the incentive between the two factors. Then we used the SPSS statistical software to analyze 207 copies of valid questionnaires and obtained the indicators of variables. On the basis of above analysis, the structural equation model of government credit incentive to government achievements was established. Through statistical data's analysis to Beijing, Shanghai and other 45 local governments, finally we obtained the main conclusion as follows:(1) There is a close causal relationship between the achievements and credit of government, if the government credit level enhances, the government achievements will rise accordingly.(2) The government achievements can promote the economic development and social development of this region. If the government achievements level enhances, it would spur the economic development and improve social management level.(3) The relationship between the level of culture, science, education and the level of local government's achievement is not close according to the analysis. Through consulting documents and related materials, author think that science, education and culture is a long-term investment, in the long run, it would be beneficial to this region, but in the short time the effect is not obvious. Therefore, the relevance obtained through analysis is not high.(4) There is a great correlation between economic development level, social development level and the level of science, culture and education. The correlation coefficients of three paths are 0.95, 0.76 and 0.75 respectively, which can explain that they can promote each other.This article studies on incentive between government credit and government achievements by using the method of combining the qualitative with quota, to a certain extent make up for less use of qualitative method in recent research, which is also the biggest innovation in this article.
