Research On Legislation Trends Of International Sea Dumping

In the 21st century, it is more and more important for the position of ocean in people's daily life. However, the ocean cannot purify by itself because many poison and injurant were pour to ocean in recent 2000 years. This phenomenon cause the significant pollution of ocean resource. The major reason of this is sea dumping on purpose, accident beyond the sea and natural disaster.For the understanding of the definition of sea dumping by human, basically, is from 1982 the Law of Sea and 1972 London Convention. In this article, author analyzed the first term of 1982 the Law of Sea and the third term of 1972 London Convention. It disclosed that the definition of sea dumping is very important for the ocean environment protection. Moreover, the paper indicate that the three steps were divided into germination, development, maturation from pronouncement of 1972 Stockholm the Human Declaration of Environment Stockholm and 1982 the Law of Sea. It expatiate the legislation, international conference and international terms of international association and major countries about the sea dumping.In this paper, the author adopted analysis, chart/form analysis and exemplification analysis etc to demonstrated the trend of globalization, range expansion, legislation of sea dumping. The tendency of the international legislation that Falls the land source reject directly to the sea is gradually strengthened. The sea dumping standard is more severized , and the sea dumping material is simplified. Sea dumping management is detoxified and scientific from the comparation of 1972 London Convention and 1996 Protocol. For the each trend, the article presented the details and reasons etc. these six important trends are the main chapter and the creation of the paper, furthermore, the trend has significantly affected sea dumping management.Under the background of necessarily emendation of Chinese sea dumping legislation, it is necessary to understand these six trends. After the demonstration of necessary and feasibility of the sea dumping legislation, the conclusion of the article is focus on the using for international sea dumping legislation to build our sea dumping valuation and increase the citizen's consciousness of sea dumping.
