The Second World War brought severe disaster to human being. Although the war has ended in1945, the Europeans who have ravaged by the war still regarded the German threat as a Damocles sword above mankind. Even the United States far away from continental Europe considered German as the main threat to the world peace. In order to avoid German becoming source of war once again, the victors such as the United States and Britain tried to disarm it and limit the development of its military. After the outbreak of the cold war, the United States is an urgent need to strengthen the western conventional military forces to contain the Soviet Union. Because of large population, economy and military potential, the Federal Republic of Germany became an indispensable partner to the United States. The United States sought to rearm the Federal Republic of Germany and pull it into NATO instead of inhibiting it. When the United States brewed rearmament of the Federal Republic of Germany, the Korean War broke out. The United States and the western countries considered it as a rehearsal that the Soviet Union would attack western Europe. Therefore, the United States sped up the pace of rearmament of the Federal Republic of Germany. From this, it can be seen that the policy western countries made towards post-war Federal Republic of Germany is closely connected with the development of the international situation.France was very anxious about the rearmament of the Federal Republic of Germany. Therefore, from the national interests and strategic, France successively proposed Pleven Plan and European Defense Community trying to gain the initiative in rearming the Federal Republic of Germany. But under the pressure of America and Britain, finally signed the treaty of the European Defense Community was well above the framework that France designed. It was rejected by the French National Assembly. In order to find an alternative to the rearmament of the Federal Republic of Germany, Britain put forward the NATO-Brussels treaty solution. Under the support of the United States and active mediation of Britain, nine western countries signed the London-Paris Agreement. The agreement enabled the Federal Republic of Germany to restore sovereignty, rearm and join NATO. The Federal Republic of Germany appeared in the world political arena having equal status with Britain and France. The US-led western military group eventually built up. In view of the new situation in Europe, Soviet Union established the Warsaw Treaty Organization. The two major military and political blocs faced each other in Europe. The cold war system finally set up.This paper takes the London-Paris Agreement signed in 1954 as the research object. I make a comprehensive pectination to the agreement from historical perspective and expound the agreement mainly from the angle of America. It tends to clarify the concept of American international politics with carding the process how America promoted the signature of the agreement. This paper shows readers how America used its political power and economic advantages to extend its alliance and contain the extension of opponent’s political power and influence so as to achieve the theoretical abstraction of the historical facts.
