Research On The Constructed Path Of Public Crisis Management Mechanism

In the background of economic globalization, information networking, social complication and environmental constantly deterioration, public crisis has been changed from abnormal incident to normal affair. This change is also a non-evasive challenge for public management.Recently, there have been many reports of public crisis, which is in a expanding trend, so that the public crisis management has been an important function of government.Whether government can prompty and effectively deal with various unexpected crises, is an important indicator to measure the level of government management.Therefore, the government has been faced with the significant subject that is to strenthen public crisis management, set up management system, enhance the responent capacity and manage the all types of unexpected crises effectively.With the public crisis management mechanism as study object, the sudden environmental pollution incident as clue, and the correlative theories as beginning, this article offers us inspiration and reference for the establishment and improvement of domestic public crisis management mechanism through the study for the system and experience of foreign developed countries.By analysing the " Pollution of Songhua River" in detail, combining the status quo of the domestice public crisis management mechanism, it found the main problems and reasons for our present public crisis management mechanism.The keypoint is how to eastablish and improve our system.There are four items for eastablishment, such us strengthening a sense ocrisis, improving the legal system, optimizing the orginational construction, and improving operating system. In the aspect of improvement, it emphasizes on system constracution, such as strengthening monitoring early-warning system, community participation, performance evaluation system.In the end, the article systems establish the "public crisis management mechanism" with its actual situtaion in Liuyang City.
