Fourth Plenum of the 16th CPC(Communist Party of China) put forward the important task of building a socialist harmonious society. Communities are the cells of society and communal harmony is the basis for social harmony, so building a harmonious society is the cutting-in point in building a harmonious community. Community residents autonomy is the orientation for building a harmonious, democratic election, democratic decision-making, democratic management and democratic supervision are the major contents of self-managing communities. Democratic elections are the prerequisite for self-managing communities, as well as civic and political participation of major carriers, and the touchstone for testing civic awareness.From the perspective of public administration, we analyze the urban communities democratic elections in the practical significance of the election of our community, review the current situation ; Through questionnaires and interviews of the direct election of the Tianjin community of Shudeli, we get the empirical analysis and proposals for promoting community of democratic elections.
