Research On The Government's Information Open In Public Sudden Accidents

In the recent years, natural disasters, public sanitation accidents, terror attacks and so on happened frequently. It affects the increase of economy, stability of the society and people's normal life greatly. So more and more scholars and governments begin to focus on the discussion of the procedures to handle with sudden accidents. Dealing with sudden accidents, the government should make information open to the public, and it plays an extremely important role in relieving the pressure of the public, harmonizing the behavior of the public, improving the ability to deal with and solve the crisis successfully. It's the most effective method among the discussions and the critics about the various sudden accidents, and it's a universal agreement.This article discloses the importance of the study of this problem under the background of the study of the government's open information policy in sudden accidents from three aspects, such as, the current situation, the policy, and theory. Five concrete research contents and research ways have been stated based on the study and foreseeing of the domestic and foreign current situation and tendency.The research methods adopted in this article are: document research method, historical analysis method, comparative research method, studying research method, and research by examples. The article proves that it's very important for the government to make the information open to the public by typical examples; a lot of experiences that our country can adopt are found out by document research and comparative research to study the open information system; the current situation of the open information is studied thoroughly by document research and historical analysis. The vertical transition of information results in the non-symmetry of information. The regional governments and apartments don't change information; the public and international information is opaque and the crisis information is disordered. The reasons of these problems can be included into these: the underdeveloped concept, deviation of thoughts, the disabled apartments, the lack of experience, the lack of open information system and the various difficulties existing in practice. According to what we have analyzed, we can foresee the tendency of the legislation, democratization, and modernization of the open information of our country.All in all, the thoughts to implement the government's open information policy, the idea of the change of the government's open information policy, the development of the construction of the legislation of the government open information policy, the change of the methods to issue information, foreseeing of the effects of the government's open information policy, improvement of the qualities of the leaders in dealing with sudden accident, putting up outer environment that's good for sudden accidents, the establishment of the methods to deal with sudden accidents and so on have been pointed out.In a sense, the article makes up the lack of the systematic study of the government's open information in sudden accidents, and this research is valuable for the sound open information system of our country.
