John Locker (1632--1704) is one of important characters of modern West political thought tradition, whose government theory has had the profound influence of practice and the thought to the Western countries, In fact the Western countries political system is the practice of his theory. His decentralization theory, government by law thought, limited government theory and so on have become important content of the modern government theory. Locker's government theory is based on his Natural Right theory. Human's Natural Right is the starting point of Locker's government theory, and also the foundation of his government theory , Locker got the political philosophy thoughts by proposing the Natural Right theoryLocker's "Government Discusses (next)" first elaborate that the human lived originally in the natural state. In the natural state, all people were equal, independent and anybody could not encroach upon others lives, the health, the freedom and the property. Locker has established human's basic right system Which Was based on the rationality or the natural law, This are the life right. the freedom right and the property right, Locker thought these three rights were the human's natural rights which are inborn ,could not be deprived or let. In natural state, although everybody was equal, independent, but it is not idea, so the people work out contracts to establish government and enter the political society to protect life right, free right, property right. The goal of the people entering the political society and establishing the legitimate political authority is to protect individual natural right, maintain the public friendliness. The political authority is for strengthening the natural law. The government in the form of political authority has limited power. Government's goal is merely for people's natural right, To achieve this goal, the government must be decentralized in balance system and the government by law and so on, which are Locker's natural right theory. The natural right theory holds the important status in Locker's thought. Then it has vital significance to study his natural right theory, especially in our country, which has the special significance.Locker's Doctrine of natural right is the result of capitalism market economy development, To some extent it has reflected the general request for natural right with the development of market economy and the request to adjust the relations of individuals and nation .
