Motivation is an very important work in the manpower management. Motivation is the period that the organization establishes the effective system based on the needing of each worker and promotes the aim of the work accomplished. During the motivation in the municipal public security bureau, there are several shortages, for example: form singleness and the method simple ness, so it is very difficult to motivate everyone .The knowledge policemen at the Harbin municipal public security bureau (HMPSB), are well-educated, pretty high, moreover everyone's knowledge and craftsmanship in different knowledge domain has respective characteristics, because of their working ability ,working interest valuing tropism and demanding preference different. The study that constructs motivation mechanism of knowledge policemen in HMPSB, is very important for stabilizing the policemen, improving the working efficiency and enhancing worker's sense of accomplishment and satisfaction.At first, this paper summarizes the literature of motivation mechanism home and abroad, combined with the specific condition in HMPSB. According to the knowledge police's own characteristics of HMPSB, the paper divides motivation into intrinsic motivation and external motivation, and constructs external motivation pattern with salary motivation, welfare motivation and achievements appraisal as main body, also intrinsic motivation pattern with providing independent working conditions, strengthening the training to promote knowledge police's value, implementing elasticity work system, emotion motivation and prize motivation as main body. At last the paper proposes safeguard measure to implement knowledge police motivation in HMPSB.
