In 2003,the term "public welfare post" was formally proposed.It is a very effective employment policy for the purpose of resettling people in employment difficulties.With the transformation of government functions at all levels and the reform of personnel system,many public welfare posts enter the public department through the form of self-employment and labor dispatch.At the same time,with the gradual increase of the number of public welfare jobs and the growing team is the emergence of management problems.On the one hand,public welfare personnel play an important role in promoting the public sector;on the other hand,some public welfare personnel have a lack of work motivation due to various factors.Therefore,the research of the work power of public welfare staff is a very valuable topic.Improving the work motivation of public welfare staff can effectively improve their subjective initiative and enthusiasm in the work.Developing their internal potential plays a beneficial role in reducing administrative expenditure;leverage the potential of this large group and play an indispensable role in creating an efficient public sector and service-oriented government.Through reading and understanding the relevant literature,based on the Frederick Hertzberg double factor theory and John Stacy Adams fairness theory,I investigated the working dynamics of the public welfare post personnel in T Municipal Bureau of Justice.Use the questionnaire method from the four aspects of salary,working environment and work itself,job training and personal development.Through data analysis,there are some problems in salary,welfare treatment,performance appraisal system,post training and personal development.Through analyzing the problems existing in the operation of public welfare posts,we put forward five targeted suggestions: improve the salary system of public welfare posts,improve the public welfare welfare system,establish the performance appraisal mechanism of public welfare posts,establish and improve the post training system,and optimize the promotion mechanism.However,due to the limited personal ability and the low theoretical level,there are certain limitations in this research.In the future,I will continue to study and improve this problem combined with the actual work.
