The Research Of The Rural Grass-root Organization Construction Of Zhangpu In Fujian Under New Circumstances

Since the great historical mission to build a new socialist countryside was putforward explicitly at the5thplenum of the16thCPC Central Committee, we havewitnessed a big achievement in our party grass-root organization construction.Nevertheless, with rural reforms intensfying and the socialist market economydeveloping, the work of our party’s grass-root organization is already unable to meetall the needs of the new situation and new tasks in the economic and socialdevelopment. And some issues herein to be faced are quite salient.Based on practical investigation and research, through my survey on the presentsituation of the grass-root organization construction in some rural areas of Zhangpucounty, Fujian province,I empirically conclude and analyse that in Zhangpu county’snew countryside construction，some problems exist in such main aspects of its ruralgrass-root organization construction as its organization structure and functionpositioning, its organizational relationship and leadership mechanism, its organizationforce construction and work mechanism as well as its external environment etc..By comparing with the grass-root organization construction of South Korea’sSaemaeul Movement in the aspects of organization structure and setting, types andfeatures,operation mechanism and function etc.,this essay provides four pieces ofinspiration for the grass-root organization construction in our country’s newcountryside construction. They are: to expand villagers’ autonomy and adjust thestructure and setting pattern of grass-root organizations; to smooth organizationalrelationship, build and perfect grass-root organization’s operation mechanism; tostrengthen the construction of grass-root organization leadership and exert the rolemodel of village party members; to improve the legal,system and policy environment.This essay also offers some constructive measures about the grass-rootorganization construction in this county’s new countryside construction from thefollowing aspects: to play the government’s leading role in the grass-root organizationconstruction; to perfect the grass-root organization’s structure and clarify theorganizational function devision; and to coordinate the relationship of the grass-rootorganization and probe into the democratic road of practice. And this essay holds thatNew Countryside(Construction) Administrative Committee as well as Villagers’Council which was built in a natural village as its unit is a highlight of the grass-rootorganization construction in our country’s current new countryside construction,and anew form of villagers’ autonomous organization setting.
