Study On The Optimization Of The County-level-government Performance Evaluation Index System Scientific Development-Oriented

Our government has begun to learn from westerners in the same occupation modestly since 1980's as to explore the methods according to our national fact. In those achievements, there are few about a particular layer of government, especially the grass-roots unit government, such as the counties and towns, in accord with their facts, according to its important functions and key locations in the system of politics and society, It's useful to study the optimization of the evaluation systems. Just because of this, the author read domestic and abroad related research achievements broadly ,and make some comments on the performance evaluation index system's optimization by surveying in A City , Hubei Province ,by looking into the county's the municipal government checking document, career report, papers of performance evaluation and the 11th Five Plan of this county and by checking and analyzing related achievements and practice materials, aimed at make some theory guidance for the class of county government's performance reform.This paper is made up of an introduction, three main parts and a Conclusion part:The first main part interprets the related theory of the county-level government performance evaluation index system. To ensure the scruity of social science research, I defined the contents of the government performance, performance evaluation and performance evaluation index system clearly ; In the part " the theory base of county-level government performance evaluation index system ", I introduced the theories about government functions, Performance Management, System, stakeholders briefly, and analyzed and assessed the relationship between these theories and the performance indicators ; Finally, I assessed the significance of this study on the government performance indicators of the county-level government ,Such as improving the county-level government management, impelling officials of the county-level government to establish a correct concept of development and political achievements, improving the image of the county-level government and forming the sustainable development of capabilities of the county-level government.The second main part contains four sections: In the case study - A City of Hubei Province (county-level) ,I introduce its geographical location, resource endowment, economic and social development situation in short, mainly on the course of the implementation of performance evaluation ; In the part of the theoretical framework on the government performance and economic and social developing performance indicators, I introduce the structure and integrity of the indicator system; I explain the operating system and the results; the main section of this part is about the reliability and validity of the measurement and analysis of this index system, through the use of mathematical statistics, detecting the reliability and validity, analyze the shorts of indicators system are lack of scientific development concept, poor operation, poor performance of the logical framework, poor independent indicators , and poor identified entities indicators as well.The third main part, I optimized the county-level government performance evaluation index system from four aspects: First, optimize the value orientation, based on the pre part, choose the scientific development as the value orientation, define the meaning and importance of scientific development, and analyze the relationship between the value and the performance evaluation index system; Then some principles requirements like a strategic and combined with scientific, practical and forward-looking integration, combined with comprehensive and focused, dynamic and stability combined with the operational feasibility and combined; The third option is to optimize the framework structure, I choose the "Three-Dimensional Model of Logical" by Professor Peng Guofu as the basis of the indicator system to enhance the adaptability; At last, take A city as the sample, optimize the entity indicators.The concluding part has explained the related problems and the shorts of this paper.The paper is of synthetic innovation, main performances: not falling into the simplicity introduction, or introducing the category, or analyzing the direction of value, I optimizes the evaluation index system of the county's performance by myself, without the identical study in the field, the main body of a book develop a new style the field studies the achievement by combining the practice and theory results, and wish to make up the short of this type of study, the specific innovation of this paper lays mainly at the initiatives of study perspective, study content , study method and study conclusion as well.
