The Research Of Chinese County-Level Government Performance Evaluation In The Vision Of Scientific Outlook On Development

As a product of the managerialism practice, the government performance evaluation is an important topic in the areas of the public administration studies and practices currently. It has many fuctions that can not be replaced,in appreciating the governments ability,supervising governments behavior,enhancing governments performance,improving relation of government and society public,enhancing governments legitimacy etc. In the practice of administrative reform through western governments today, government performance evaluation, as an important aspect of recycling and fundamental measure,has accumulated a wealth of practical experience ,and also developed a more mature theories and methods of operation.But in China,the development of local government performance evaluation is lagging behind, especially in the county—level government, which has an important role in the admistration syetem of our country, the development of the government performance evaluation is far from satisfactory, there are many problems and lacking of a comprehensive scientific assessment of the performance system.The reason is that, it is affected by the shackless of the traditional concept of development.So we must take the scientific outlook on development as a guide to promote the work of the county-level government performance evaluation in our country soundly. It has an important significance to deepen the current administrative reform,improve government performance, and build a service-oriented government for us.The article is divided into six parts as follows:The first part,definite and elaborate the important concepts involed in this article releted,so as to establish the logic premise for the problem studied in the paper.The second part,introduce the new public management theory,multi-center governmence theory and the theory of sustainable development,so as to provide theoretical support for the study of why to carry out the government performance evaluation and how to evaluate.The third part,introduce the research of theoretical circles both at home and abroad about the government performance evaluation and analysis it, pointing out the features of their research and the lackness.The fourth part,from the practice of local government performance evaluation abroad , such as United States,Britain and other western developed countries,introduce the development of foreign local government performance evaluation and further assess it,particularly,take the Fairfax county,Virginia, the United States as an example, analysis the operation of County-level government performance evaluation and the characteristics in western developed countries.The fifth part, firstly introduce the exploring process of the practice of local government performance evaluation in our country, and the situation of government performance evaluation of the county areas of Huzhou in Zhejiang province,then,revealed the necessity of it baised its role and implementation,as well as its problem in our country currently.Next,in accordance with the dialectical relationship between the concept of development, concept of performance and the concept of evaluation,come to the conclusion that the fundamental reason of blocking the development of county -level government performance evaluation is that by shackless of the traditiontal concept of development. Resulting,it is necessary to take the scientific outlook on development as a guide ,construct and implement the system and mechanisms of the county-level government performance evaluation in line with Chinese characteristics.The sixth part, under the threshold at the scientific outlook on development,propose the solution respectively to improve and perfect the cunty-level government performance evaluation furtherly on the basic of value oriention, index,body and the relevant aspects of legislation etc.Especially, in the construction of the index syetem of performance evaluation,on the basic of the analysis of the first index of Chinese government performance evaluation,and also in accordance with the Balanced Scorecard Theory,design out a index system of county-level government performance evaluation for us.The article mainly uses those research methods such as literature analytic method,comparison analytic method ,real diagnosis and theory analytic method, profits from the new public management theory,multi-center governmence theory, and the theory of sustainable development abroad, take the scientific outlook on development as the main line for logic, trying to explain such issues as the status ,problem, and the root of the problem hidden behing in county-level government performance evaluation,as well as the path selection of the system and mechanism in order to perfect the county-level government performance evaluation based on the threshold of the scientific outlook development, so as to enhance the capacity as well as the legitimacy of the government, promote the development of the administration,deepen the reform of the administration system,build a high-performance service-oriented government and achieve a harmonious society etc eventually.
