Civil servants' withdrawal mechanism is an important link in civil service system. It can be classified as voluntary withdrawal (resignation) and passive withdrawal(dismissal, retirement). At present, dismissal encountered many difficulties because of the deficiency of check system and human rule in practice. In order to relieve the increasing "exit" pressure, the government of wuhan and haimen have to take measures to encourage voluntary withdrawal. But, the policy which emphasize particularly on material benefits encounted awkward result. What make it become "an impossible mission" ? The key point of solving this question is from the angle of economic man, using cost-benefit theory as logical arbor, connect with uncertainty economics, humanistic economics and related policy science for strict feasibility analysis of the policy. On this basis, we will point out the policy erroneous zone in this field and the negative effect which leads to. Ultimately, we have brought forward some measures solving the problem.
