On The Construction Of Harmonious Villages And Towns

Building a harmonious society is a systematic project, it is not adequate to complete this arduous mission if just rely on the unilateral government, the market or the society force .Therefore, to construct the government- the market - the society ternary interaction governace structure is the proper meaning in building a harmonious society. However, a harmonious society is also a space concept, harmonious township is the focus of building a harmonious society in the vast rural areas,and township governmentl plays a leading role in it.The theme of this paper is on two relationships: First, using the theory of government functions to analyse the role of government in building the "harmonious society" ; Second, using the theory of "reinventing the government" to analyse the relationship between Township government reform and Harmony Township Construction. There are two major aspects in building a harmonious township: on the one hand, change of government functions in grass-roots is the key to building a harmonious township, on the other hand, the township government reform of the management system is the prerequisite for building a harmonious township. The author redefinds the functions of township governments in "tax-for-free era" as: providing a economic base of township;providing public goods and services and guaranteeing the minimum livelihood to rural residents. After analyzing the government functions of the township,the author relates the direction and important task of reform. The reform of fiscal system and the system of providing public service are the important precondition to build a harmonious township.
