This article was based on the synthesizing and deepening on theories of Business Process Reengineering. the connotation screened recycling model and the guiding Principles .It also have been synthesized the mature method of the Business Process Reengineering ,Based on this, the article analyzed the theory source of government Process reengineering and it rising in the developed Western Countries and it continued its basic content /guiding principles,implementation model and so on, then this article attempted to seek some government Process Reengineering rules at the operational level. Then I inspected the main processes of The Merchant Bureau of Suzhou National New&Hi-Tech industrial Development Zone, tried to discover its main problems, and then reengineered those processes according to the synthesized theories and methods, at the same time, this paper with a clear emphasis on some supporting measures, Seeking to find the process of China's two-pronged recycling development strategy.
