Facilitated by the development of IT, E-government already emerged as a vital driver for comprehensive competition of national or local government. Government websites become representative of the achievement of E-government construction, which to some demonstrate the capacities of public administration and service. To get a picture, evaluating government websites performance through identity key factors will be an important step toward to optimal E-government strategy for all government of different levels. The high list of this paper is trying to discuss e-government performance evaluation.This paper proceeds with the evaluation of governmental websites. Firstly, an effective guideline system which considers the internet ministry from two points of view of the supplier, the needer is established with reference to the studies on the evaluation of the governmental websites at home .It is divided into 5 parts with 22 subsidiary items which contain 20 more minor items. These guidelines directly or indirectly correspond to the constructive guidelines of the electronic government affairs. And then one governmental website is selected from 31 provinces,32 provincial capitals and cities as samples in this guideline system. Finally, get a series of data. It is hoped that these proposals can be used as references to local governments in their further development of e-Government.The evaluation of website is processes, it will change gradually along with the governmental function and the information is technical of develop continuously but get enrichment constantly with perfect. Only have so, the government website then can always have vitality, then can provide a high-quality satisfied service for the public continuously.
