This is not only a significant measure to narrow the gap between the urban and rural, and to construct a higher level of a well-off society in rural areas comprehensively, but also an extremely arduous great project. Building rural grass-roots party is the foundation and key for building new rural areas. The quality of party branches in rural areas impacts on building a new socialist countryside directly. China is a large country of agricultural, and the stability of rural areas relates with the stability of entire society."Three Rural Issues" become a problem must be solved at present .Under the new situation of reforming and opening up and developing a socialist market economy, it is an important task for the party to strengthen and improve the building of grassroots party organizations in rural areas as well as promote rural economic and social development . Xingtai City is merger of Xingtai region and the Xingtai City in 1993. It is a municipality directly under the Hebei Province with total area of 12,486 square kilometers and total population of 6.279 million. Xingtai City developed with a late start, and its economic development is backward relatively with lower urbanization. So it is a long way to build a new socialist countryside. As a relatively backward cities, Xingtai City has many problems of building party branches in the rural areas, such as: irrational organizational structure, serious aging problem of the party, low cultural quality of composition person , lack of innovative capabilities ,evident political polarization, and so on. Leadership of the party is the fundamental guarantee for, but the status of party branches in Xingtai City is far from the demands of building the new rural party branches in rural areas. This constrains the party's leadership role into full play in a certain extent and impedes the pace and processes of new rural areas construction.The 16th National Party Congress report points out that: "The party's grass-roots organizations are the Basis of the party's work and its effectiveness, and they should become the organizers, promoters and practitioners to implement the 'Three Represents' important thinking." This thesis not only emphasizes the important position and role of the grass-roots party organizations, but also set forth explicit requirements of direction and goals of building the grassroots Party organizations in the new era. Strengthen the building of grassroots Party organizations in rural areas is related to the reform, development and stability in rural areas, and it's the basis of promoting the harmonious development of the rural society and the important guarantee of building a well-off society. In recent years, the Xingtai Municipal CPC Committee upheld regarding the strengthening of building the rural grass-roots party organizations as the project of promoting economic cross development and building a well-off society through the way of innovation the based carrier, improve long-term mechanism, and explore strategies to consolidate the basis.
