Sunan Of Rural Governance In The Village Party Organizations

The rural areas of South Jiangsu are relatively more advanced in economy. Under the principle of " village's self-governing", the village's Party branches play an essential role in the governance of rural areas. Towns and countries, through personnel arrangement and their privileged resources, control the village-level Party leaderships so as to make them accomplish the tasks assigned by town and country governments. However, due to the influence of the village ruling system in the time of the planned economy, the over-principledness of the existing system, the support of the town and country governance, and the control over village committee's voting and village's finance, the village-level leadership controls the village committee and has the policy-making power in terms of the village affairs, and even directly manages village affairs so as to render the village committee merely as a branch of the village-lever Party leadership. The development of country enterprises has significant impact upon the governing strategies of the village's Party leadership. Prior to enterprise's reforming, the village manages and controls the collective economy and possesses a large amount of incomes, and has the function of redistribution within the village and the power of governance the village through " the distribution of values". The reforming of the village enterprises have given rise to the reducing of the financial resources owned by the village Party leadership, the change of economic connections within the village, the breeding of the social authority such as "Party boss", hence the weakening of the authoritative power of the Party leadership. In addition, there also exist some shortcomings in the construction of the Party leadership. Therefore, the rural areas of South Jiangsu take practical stands under the principle of democracy and ruling by the law, and reasonably establish the position of the Party leadership in the village's governance practice. Besides, they should also further enhance the supporting classes and masses of the Party, protect and exploit the political resources of the village's Party leadership, and promote the shift of authority so as to better govern the village.
