| The three historical periods in China of the democratic revolution of the old type, the new-democratic revolution and the socialist revolution and construction were experienced in Ma Xulun's whole life. In his whole life, Ma Xulun always took being a scholar as his nature and took saving the nation and people as his mission. He had been inquiring into the truth of saving the nation and being engaged in the struggle against imperialism and feudalism. In the process of revolution, Ma Xulun grew a new democrat from a democrat of the old type, who always stood at the front of striving for democracy in spite of the difficulties and hardships, set his mind on saving the nation and people and pursued the truth for almost half a century. Many years'practice of the patriotic democracy campaign as well as the rich political experience brought up his political thoughts focused on state independence and democratic politics, which was converted into the action of saving the nation with reason, speech and writing. Ma Xulun was the model of the progressive intellectual in the senior generation, who devoted his life to the foundation of new China and the socialist revolution and construction.Ma Xulun's political thoughts were characterized with the times nature and class nature, which stood for the basic propositions of the third political force beyond the Kuomintang and the Communist Party. He strove for the democratic right and political freedom and he therefore wielded his brush furiously to analyze and demonstrate the significance of democracy and freedom with the combination of the concrete situation in China. Meanwhile, he also offered democracy and freedom a merely feasible way that people were supposed to gain their liberation by themselves and only by their own consciousness could people obtain their real democracy and freedom. Besides, the dictatorship and leader autocracy of the Kuomintang was denounced indignantly without scruples so as to realize the combined government and democratic constitutionalism. As for this, the conclusion was drawn that the dictatorship was the biggest obstacle to the development of the modern Chinese democracy, which was analyzed with the combination between the western theory propositions of human rights and the reality of China. What's more, the propositions and opinions on the resolution of the dictatorship were conducive to the development of democratic practice. In brief, the value of Ma Xulun's political thoughts lies in its practice nature and the political propositions put forward by him are related to the reality of China. The propositions on democracy and freedom and the rebuke for the dictatorship as well as the demonstration on democratic constitutionalism will still play a positive role in the development of the democratic construction of China in the future.The paper consists of three parts. In this part, how Ma Xulun initiated and founded China Association for Promoting Democracy is expounded and it is stated that Ma Xulun was the initiator of China Association for Promoting Democracy as well as the outstanding representative of those engaged in revolutionary activities in the earliest period of the foundation of China Association for Promoting Democracy. China Association for Promoting Democracy has taken an active part in the current of democratic revolution since its foundation under Ma Xulun's leadership, so Ma Xulun's historic contributions to founding China Association for Promoting Democracy are stated further. Then, the paper puts forward the political concept of founding China Association for Promoting Democracy. In this part, it is expounded that Ma Xulun's political thoughts of founding China Association for Promoting Democracy takes opposing imperialism and feudalism together with accomplishing democratic revolution as the starting point, takes the multi-party cooperation and holding discussions on affairs of state as the basic target, and takes participating in government and political affairs and constructing the state of peace and democracy as a complete ideological system of the core target.
