Study On The Dilemma And Countermeasures Of Constructing Public Service Town Government

Town government as a grass-roots government organization, it should derectly serve for building new socialist countryside and suply public goods and service for people derectly. With the construction of new contryside and comprehensive reform especially the continuous reform of town organization, the town government faces an unprecedented test during the transformation of functions and work way. Therefor, it is age required to construct public service government.It is a project to construct public service government. The issues involved are complex and multifaceted. This thesis studies on the dilemma and Countermeasures of constructing public service town government.It researches from theory and empirical analysis. On the basis of surving the new countryside construction of Ya Zuiyan of Huaihua city, it analysis its problems. And then, it dialysis the difficulties that the government faced in construction of public service government. From the analysis, we can have a comprehensive understanding on the problems, such as the countryside government is short of ideology, pressure institutional restriction and lack of financial power,motivation and public service supply capability. This thesis proposes the Countermeasures to promote the public service government construction. Such as building the new concept of "limited government" and " service government " , straightening out the management system of county and township, establishing the town finance system which duties and responsibilities are correspond to the property rights, changing the traditional employment mechanism and cadre management mechanism, creating an effective and diversified pulic service supply system and so on. Eventually constructing the public service town government that needed by the current construction of new village and modern town development.
