With the development of social development and reform, the management mode of traditional government cannot meet needs of the social and the public. The service-oriented government has become the goal of administrative reform and government function transitions. Rural town government, as the basic administration organization, plays an important role in the whole national service-oriented government construction. It makes great sense in the construction of rural town service-oriented government as it supplies public products and services to70%of the national population.From studying the connotation and characteristics of the service-oriented government, the thesis states importance of the service-oriented government construction. It takes Huaitai Qifeng government as an example to analyze how to make the service-oriented government construction. The thesis is divided into four parts. The first part, preface, mainly states the background, purpose and sense of the study, the current status of the study home and abroad, the basic theory, ways, key points and difficulties of the study. Second part takes Qifeng government as an example to study the main methods taken in the construction and the progress and problems occurred. The third part mainly analyzes the origins of the problems occurred in government construction from the views of theory guidance, construction guidance and self service restrictions. The fourth part mainly states some suggestions for the service-oriented government construction. It suggests the government transmit to the service-oriented from views of theory construction, target construction, self government construction and external ecological environment construction.
