Research On The Current Situation And Promotion Of The Government's Public Service Capacity In Gengche Town,Suqian City

Township government is an important part of state power,which connects the country and rural society.According to the report of the 19 th National Congress of the Communist Party of China,China's public service system needs to be further improved to further alleviate the contradiction between the increasing pursuit of a better life by the masses and the current development lacking balance and low sufficiency.In September 2019,Suqian Municipal government formulated the corresponding implementation plan according to the "opinions on strengthening the service capacity construction of township government" announced by the general office of government agencies under the State Council(hereinafter referred to as the State Office),which is divided into three stages to implement four important tasks.Therefore,it can be concluded that not only the central government attaches great importance to the construction of public service capacity of township government institutions,but also the prefecture level and city level.In recent years,the government of Gengche town in Suqian City has made great progress in its public service capacity by implementing industrial transformation,strengthening fine management,taking a good mass line and improving cultural positions.However,there are still insufficient investment in public service,lack of innovation in the mode of supply and distribution,and vague definition of government's public service functions.Through the analysis,the reasons for these problems are that the town government's public service awareness is not strong,the supporting system of supply is not perfect,the main body of supply is single,the supply structure is unbalanced,and the level of public participation is low.In view of these problems,using the governance theory,the new public service theory and the need level theory,combined with the construction experience of the public service capacity of three villages and towns in China,this paper proposes that we should carry out the construction of the service style of the township government,build a Service-oriented Township Government,establish a diversified supply mode of rural public services,optimize the accountability incentive system of public services,improve the expression and anti demand of public services The feedback mechanism can effectively improve the public service capacity of Gengche town government.
