Research On The Public Service Function Of Government In The Construction Of Characteristic Towns In S Town Of Longzhou County,Guangxi

The report of the 19 th National Congress of the Communist Party of China clearly pointed out that China has entered a new era of socialism with Chinese characteristics,and the main contradiction of society has been transformed into a contradiction between the growing needs of the people's better life and the development of inadequate and unbalanced development.To resolve this contradiction,we must first focus on coordinating the coordinated development of urban and rural areas.The new type of urbanization is a human-centered urbanization.It is an important measure to promote the coordinated development of China's urban and rural areas in the new era.As a new urbanization model under the new era of socialism with Chinese characteristics,the characteristic town is not only an important engine for promoting economic and social development,but also a strategic measure for coordinating urban and rural development.Therefore,it also puts forward new requirements for the government to change public service awareness and perform public service functions.It also provides an opportunity for the government to improve public service capabilities and build a public service-oriented government.The county-level government,including the county-level government,is in the position of “upper country and lower rural society” and has the functions of social management and direct provision of public goods and public services.From this perspective,the construction of characteristic towns is closely linked to the construction and optimization of government public service functions.From the perspective of new public service theory,cooperative governance theory and other theories,this paper attempts to explore the blind spots and weaknesses of the public service functions of county-level local governments,including those below the county level,starting from the reality of the construction of S town in Longzhou County,Guangxi,and tries to put forward the optimization of local government public service in the construction of characteristic towns by using relevant theoretical knowledge.Effective path of function is to help build the characteristic small town of S Town in Longzhou County,Guangxi.At the same time,it is expected to provide some reference for the optimization of government public service functions in the construction of small towns with other regional characteristics.
