The positive role of NGOs in making up for government and market failures has become people's consensus. However, it is an open problem that how NGOs should develop, which needs exploring constantly. In the developing process of NGOs, the connection with government occurs inevitably, so it has been a deserve thinking of problem in the long-term development for NGOs to straighten out the relation between government and non-government organizations. Based on this perspective, this article discusses the role that our government plays in the development of NGOs to give advice to NGOs' development of our country.China is a country in the social transformation period. Being in exploration stage, China has just made a start in the development of the non-government organizations. There remains a sizable gap between foreign countries and our country. Therefore, in the first place, the article researches the lessons learned from foreign countries on how to sort out the relation between government and non-government, using the method of longitudinal comparison. Meanwhile, it analyzes the type of role that government plays in the development of NGOs. Secondly, it discusses the orientation of the government's role in the development of NGOs through analyzing concretely the reality national condition of our country. And it proposes the role that government should play in the development of NGOs, i.e. "collaborator", "supporter" and "supervisor". But there are still many unreasonable aspects in the current relationship between China's government and non-governmental organizations, which are very far away from the ideal rationality. So in the fourth chapter, it inspects the concrete unreasonable manifestations of the orientation of government's role of our country. Then it analyzes the reasons beyond these problems. In this foundation, at last, some specific measures on how to mould reasonable role of our government in the development of NGOs are put forward.
