"In July 2006, Hefei Social Security project starts the second phase construction. In 2007, Hefei Social Security project starts the third phase construction. From December 2003 to present, during a span time more than four years. The goal of investment and the construction realized with the plan advancement situation needed us to make one reasonable and the effective appraisal. And the American scholar David Osborne said that the government work to assess .the quality of the most effective way, that is, public satisfaction surveys, because the Government is good or bad depends on the quality of their work to benefit the people of the extent and degree of satisfaction.This article first introduces the public sector public degree of satisfaction elementary theory and the domestic and foreign government achievements appraisal research present situation. Secondly, from the national Social Project starting with the origin of the construction, a simple analysis of the construction in Hefei Social Security project the basic situation and the existence of some problems, and the introduction of a comprehensive assessment system the content of Social Security project. Subsequently, this paper focuses on the Hefei Social Security project public satisfaction on the concrete practice, including the index system design and data processing analysis. Finally, according to the theory of the public satisfaction and the practice investigation of the public satisfaction, this article brings forward some suggestions for the construction of the Social Project. It also sums up how to perfect the performance evaluation index system and the investigation methods of the public satisfaction.
