Issues And Countermeasures About Xinjiang Townships Institutional Reforms

China's rural townships governments are the most grass-roots political power, but they are also the base of our Party and government. Townships function plays an important role. They relate to stability of state power, relate to the comprehensive construction of a well-off society and building a harmonious society. With the deep reform of rural taxes and fees, in particularly under the villager autonomy and the abolition of agricultural tax, the townships should be the efficient functioning, which have now become an urgent need to study and solve important issues. Third Plenum of the 16th National Party government is targeted the functions of economic regulation, market supervision, social management and public services. Townships are the rural grass-roots political organizations and are also the roots of our Party and governmental works. Townships main function should focus on social management and public services. Scientific and reasonable definition of townships functions should be under the premise of social management and public services and according to relevant laws, regulations and policies in light of reality. We should divide between the city and county and township financial authority, power, human rights, property rights, in accordance with the power and responsibility, the principle of unity of interests. We do not make power in the township above, but the responsibility below; we can not generally engage in a vote of the township rejected. In particular, in the environments of rule of law, it is necessary to gradually streamline the township functions. We should be less of township governments who do not have to carry out the functions. Defined functions in accordance with the law, townships governments should play a good service in agriculture, rural areas and farmers. We should resolve the governmental problems of dislocation, ultra-place and not in place; fully mobilize social enthusiasm of all sectors to government our community; close the link between our government and people; lay the foundation for building a harmonious society.
