It is imperative to reinforce the organization capability construction.Among kinds of external factors which influence the non-profit organization capability construction at present, the most influential and decisive factor is the systematical environment, especially the official system of law, legislation, etc. The current system is at a certain extent restricts the organization capability construction in legal status, establish condition, development strategy, competition principal, tax preference and control, and supporting policies .The feature of system supply unbalance in organization capability construction is very obvious, and the systematical environment needs reformation. To change the current situation, the managerial thought of taking control as the priority should be changed, the legal system should be perfected and the current double management system should be changed.
