At same time, it analyzes the present result and reason. From learning the successful experience in abroad and home, the paper on the basis of China’s actual situation and the recently environmental enforcement practice of Chaoyang city, discussed the construction of environmental administrative enforcement capability in Chaoyang city, the paper did research on the construction of environmental administrative enforcement capability in Chaoyang city, which applied the new public administration and some basic capability construction theories by the general principle of capatity-building.The paper got four suggestions. Firstly, strengthen local environmental construction of regulations to provide good protection. Secondly, improve supervising mechanism, change lacking in supervise state. At last, toughening up monitoring capability to increasing environmental enforce efficiency.
