Theories And Application Of The Government Performance Index System Based On Government Functions

Performance is the eternal subject of management. In order to achieve the strategic target of building the well-off society in an all-round way, and to build an administrative system featured by high efficiency, coordinated operation, and standardized behaviors, government performance evaluation, as a specific managerial tool in the managerialism, not only has become the frontier topic of fundamental research of modern public management,but also has gradually replaced the traditional stratified adiministrative mode ,and become a new model of governmental administration in our country.For many years, our country has made a lot of helpful exploration and practice in reformation of government system and government function, and have pumped a lot of new contents to government performance evaluation:Our government no longer just pays attention to the realization of it's planned goal under the traditional economic system,it also begin to pay close attention to the economy,efficiency and effectiveness in the process of realizing it's goals.The government' s function is not only to manage, but also to serve well; not only for individuals,but also for organizations……The function transfer of government proposes a realistic request to carring out our government performance evaluation。This article takes the government function as basic evalution point, constructes the latitudes of governmental Performance evaluation and then tries to designe a specific index system which aims to evaluate the efficiency and ability of the governmental performance. This thesis can be divideded into three Chapte ,as follows:Chapter one, gives a general introduction of the theoritical framework of government performance evalution, including the meaning and the basic element of government performance evalution, and the rational of construting the index system of local government performance evalution .And after pointing out the present problems in government performance evalution, it puts forward the basic procedure of construting the index system of performance evalution.so this part only gives a general explanation of the relevant problems of government performance evalution. Chapter two,which is a main body of this article. tries to build up our own index system of government performance evalution based on the actural conditions of our country ,and then designes a compound index system including the following three alatiludes: adminstration ,ecnomic ability, and social ability. and constructes a general index system composed by human resource , honest situation , supervision of market , administrative efficiency , environmental management ,government cost and public satisfaction degree and so on, And gives their respevtive instruction .The chapter three, we take the performance of tax deparment as an example to illustrate our government performance evalution, Based on the analysises of four targets of tax collection and administration including legal performance ,high tax rate ,low cost ,and socil satisfaction ,we establish our index system of tax deparment performance evalution which include the following four latitudes: the tax revenue cost, satisfaction of The taxpayer , the quality of Collection and administration, and the efficiency of Collection and administration .
