Benefiting of the governmental departments refers to their action of deriding the orientation of common benefits to becoming an individual economic subject and of taking advantages of their executive authority to seeking private benefits in the process of administration. This action in the administration has reduced the executive efficiency: caused the disorder of the economic functioning and the torture of the resource allocation destroyed the situation of constructing a harmonious society and has day by day turned into the obstruction of the reform of China's administrative system. This article has summarized the known practical experience and put forward feasible suggestions suiting for each level of the government to bringing the benefiting of its departments under control under the foundation of systematical analyzing the reasons of producing this problem.The whole article has been divided into four chapters. The first one is the prelude. It has brought up the thoughts: methods and possible creative points of researches. The second one focuses on the phenomenon and the influences of the benefiting of the governmental departments. This article has generalized the forms of the benefiting problem from three aspects such as the action of the governmental departments searching for powers and asking for interests from the superior departments: fighting for authorities with the departments of the same level: occupying the interests of the executive objects and has expounded its damages to the reform of the China's executive system: the executive efficiency and practice: the economic development: the advances of the technology and science and the construction of the group of the governmental officials according to the different ways of realizing departmental interests. The third chapter refers to the forming reasons of the benefiting problem. It has mainly analyzed the reasons from three levels such as the phases of the development of the social productivity: the contradicting campaign of the political system and the subjective factor of the governmental officials and has furthermore set forth fresh views of bringing the benefiting problem under control under this foundation. The fourth chapter deals with the basic ruling ways of this problem. Based on summing up the already-existed practical experience of the reforms of the systems of the big departments and the X city: it has mainly set forward the suggestions of managing the benefiting problem from the four aspects such as the system of administrative management: the financing system: the supervisory system and the qualified education of the governmental officials.It has applied the theory of common choice, the theory of governmental authorities and the slave theory of government regulation to systematically and comprehensively analyze the manifestations, influences and reasons from a new view. When expounding the manifestations and influences of the benefits of the governmental department, this article has firstly divided it into three parts, asking for powers and interests from the superior sectors, contending benefits with the departments of a level and infringing the authorities of the inferior sectors and then analyzed them combing the results of the on-the-spot investigation. Next, it has put forward brand-new views on this basis: the proper benefits of the departments should be respected; the advantages should be in progress and the disadvantages should be moved away; the emphasis of managing the benefiting problem should be laid on the departments'action of encroaching onto the rights of the inferior departments. In addition, the detailed, novel and practical materials of the on-the-spot investigation are another shining point of this article.
