Research On Interactive Relationship Between Community Organization And Government Under The Background Of Transforming Governmental Functions

With continual deepening of the urban economic system reform, community building has been in the making in China since 1990s. The primary issue of community building is system innovation, which is to seek a new urban basic-level social management system instead of traditional management system. The core of the new system is the principal part of community building, that is broad residents, voluntarily, positively and directly participates in governance of the community routines and construction of the public welfare; and the key to it is to progressively realize the coordination of relationship between community organization and government, and to seek the interactive mechanism of combination of the governmental administration according to law and community organizational self-governance in the name of the law.The dissertation, which makes the relationship between community organization and government as its starting point, introduces concerned theories of cost benefit on economics and of institutional change on institutional economics. Based on analysis of drawbacks of the mode in planned economic system and present: system, the dissertation attempts to construct a new interactive relationship mode of community organization and government. The process of the institutional change, as the basic logic clues of the whole thesis, can be divided into three stages: the stagnation stage, that is starting point of the institutional change - proposition of the interactive relationship between the community organization and government; the innovation stage - construction of the interactive relationship; and the balance stage - coordinated and stable process of the interactive model. The new interactive mode bears practical significance on decreasing the governmental cost, promoting independent developments of community organization, making the functional division ofcommunity organization and government clear and improving community managing efficiency and so on.Compared with available literature, innovation points of the dissertation lie that: according to the analysis of theories of cost benefit on economics and of institutional change on institutional economics, the author puts forward the interactive relationship mode between community organization and government, that is, on the basis of improvement of self-governance ability of community organization and "self-revolution" of government, sound interactive relationship of division of labor and cooperation, and mutual support, that is coexistence in system, mutual complement in function and mutual benefit in effectiveness, needs to be construct between community organization and government.
