It is an important content for China's social reform that establish a service-orient ed government featuring scientific functions, proper structure, honesty and high effici ency. To achieve this goal, the government itself needs further reform and political de centralization. The separation between government functions and enterprise managem ent. government and funds, government and public service units, and government adm inistration and commune management should be accelerated. The government's organ ization structure should be improved and its functions should be transformed.The transformation of government functions includes turning the control-oriente d government into the service-oriented government and the all-round-style governmen t into the limited government. The non-governmental organizations'(NGO) advantage s in decision-making mechanism, organization structure and social connections of the non-governmental organizations can lead the efficient transformation of its functions. The Government Failure Theory, Market Failure Theory, the contract failure theory, t he third-party governance theory and voluntary failure theory illustrate that the reason s why the transformation of government functions needs NGO's participation, they ar e also the theoretical guidance for NGOs to promote this transformation.The non-governmental organizations can promote the change of administrative c oncept of government, the reconstitution of government function, the reform of admin istrative system, as well as take on the government functions, establish two-way com munication mechanism, reinforce the building of legal government and the supervisio n of government's power.Nowadays, the domestic NGOs have made some progress in promoting the transf ormation of government's functions, but some problems still exist in the process, and its effect is limited. This is a result caused by the NGO itself, the country and the gove rnment, and the society. To make full use of NGOs in transformation of government's functions, some measures should be taken from the perspective of the NGO itself, the country and the government, and the society.
