Chinese Government's Information Disclosure And Confidentiality In The Context Of Northeast Asia Exchanges

Information disclosure and confidentiality is a very important issue in Northeast Asia exchanges. Based on the analysis of their respective concepts and the relationship between them, this thesis clarifies the implications of information disclosure, the development of information disclosure system in the world, the general scope and the content of information disclosure. It also illustrates the implications of confidentiality, the development of confidential work in the world today, and the scope and content of the confidential information.The dissertation analyzes the relationship between information disclosure and confidentiality on four levels, it lists the basic principles of defining information disclosure and confidentiality, expounds the great significance of the correct handling of the relationship between information disclosure and confidentiality. Then, information disclosure and confidentiality will be placed in the context of the exchange in Northeast Asia. Because of complex conflicts in Northeast Asia and insufficiant leverage of economic potential, to promote the continuous development of Northeast Asia Region exchanges and cooperation, we need to strengthen the further opening up and cooperation of Northeast Asian nations, expand international and domestic response to the information disclosure, strengthen understanding and enhance mutual trust.However, information security and confidentiality, in the final analysis, is a country's sovereignty and strategic weapons of security and development. All the countries concern about the issue of information security and confidentiality in Northeast Asia, the struggle situation centering on the protection of information resources and access is very complex. The struggle between secret-information-stealing and anti-secret-information-stealing, and the struggle between penetration and anti-penetration are very intense. Therefore, in the context of the exchange in Northeast Asia, it is both theoretically and practically significant to correctly understand and handle information disclosure and confidentiality as well as interaction between the two. Northeast Asian countries should properly handle the conflict between information disclosure and confidentiality, and fulfill their obligations to regional exchanges. In this sense, our country will carefully draw from the good experiences of other countries in Northeast Asia, face the problems existing in information disclosure and confidentiality, strengthen the relevant legal construction, at the same time, conserve secret and safeguard the interests of the country. Our country will promote economic and social development through imformation disclosure, and make efforts to strengthen further exchanges and cooperation of the Northeast Asia nations.
