The Studying On Administrative Supervision Operational Mechanisms Of Our Country

Administrative supervision is a special system for supervising administration.It directly reflects the administration operation status of a country and plays a very important role in the promotion of administrative organs as well as the incorruption and diligence of its staff.The importance also appears in executing administration according to law,bettering administrative management and improving work efficiency so its status and role will undoubtedly become more and more prominent and important.However,our country's current system of administrative supervision is young,and many fields are still not perfect.Especially with economic and political development and the the scope and role of the executive power constantly expanding in society,the operation of the administrative supervision is also facing unprecedented challenges and opportunities.This will inevitably require the monitoring mechanism to conduct a continuous reform and innovation,so that the executive authorities and their staff can correctly exercise executive powers.On the basis of explaining the concepts of administrative supervision,relating the practical sityation of Zaozhuang,this paper firstly reviews the development process of our country's administrative supervision since the founding of the People's Republic of China,and then investigates and deals with cases of discipline violation as the main subjects of the study to monitor the operation of the administrative process and gives an in-depth analysis for China's current administrative mechanism.At the same time,this paper points out that there are still many deficiencies in the operational mechanism of China's administrative supervision:biased towards disciplinary investigation and handling,Interference from local and other multi-factors;lack of transparency and openness for the process and results of monitoring;losing the balance of the supervising objects,exsisting empty supervision and weak supervision.The main reason for these problems are:unreasonable system of administrative supervision,incomplete monitoring procedures,inadequate monitoring and regulations,the weak awareness of the objects' accepting the supervision and the low quality of personnel.Therefore,it is necessary for the operation mechanism to study the existing problems and reasons,reveal the operation rules of administrating supervision in order to provide scientific and theoretical basis for concrete measures in further improving the operational mechanisms.This paper integratedly uses literature studies,historical research,empirical research and interpretation,combine theory with practice,and upholds democracy, the rule of law,effectiveness,openness,independence as well as other guiding principles.And it also puts forward the thinking and responses for China's improving and strengthening the monitoring mechanism,reforming the current system of administrative supervision,improving administrative supervision and regulations,constructing long-term work mechanism,enhancing objects'accepting supervision awareness,and improve the quality of monitoring.The author hopes these sugestions can push forward the system operation, promote the construction of the executive management,and play a more important role in the monitoring of state power and social development.
