In the process of developing the socialist market economy, some negative effects appears, such as the phenomenon of corruption including trading power for money, particularly the corruption cases increases in recent years, and the civil servants loyalty becomes the focus of attention. Township government is the tips of the administrative system, faces the grass-roots of our society directly, and is an important bridge which contacts the government with the people, playing a very important position in the administrative system. Loyalty of the township civil servants determines the credibility of the government and the image in the minds of people. Improve the loyalty of township civil servants is the key of improving the people's satisfaction with the government and enhancing the government's position in the minds of people. So the research on the loyalty of township civil servants is necessary.The previous loyalty study has found that the loyalty is a two-way psychological contract, in order to achieve the loyalty of the individual; the corresponding loyalty of organizations is necessary. This paper thus identifies"two-way loyal of the township government and the civil servants"study, finds questions and impact factors about two-way loyalty of the township government and civil servants through the scientific empirical study of cases, explores countermeasures to the two-way loyalty of civil servants and township government, ultimately achieving a high degree of government internal harmony, promote the implementation of the government and the administrative efficiency, to become a satisfactory government.The main contents of this study, firstly, explore the assessment index of the two-way loyal of the township government and civil servants in factor analysis; Secondly, survey the status quo and impact factors to the two-way loyalty of China's township government and civil servants in six townships through empirical research; Thirdly, explore countermeasures to the two-way loyalty of the township government and civil servants based on empirical research.This study has broadened the scope based on the past loyalty study: break through the past employees loyalty study and the loyalty study of one-way; cases Empirical research has enriched loyalty theoretical research areas. Countermeasures improving the two-way loyalty provide a reference for the loyalty of the civil servants and the government management reform.
