Recently,with the comprehensive development of key tasks,like targeted poverty alleviation,basic governance,environmental inspection,the “anti-crime”campaign,and the epidemic prevention and control,grassroots civil servants(GCSs)are always facing heavy tasks,great pressure and responsibilities.Therefore,some GCS have strong willing to leave grass-roots units by selection of civil servants,personnel transfer,resignation and etc.,causing an embarrassed situation where GCSs are hard to be kept and lacking.This situation is a new challenge to the organizational loyalty of GCSs.The GCSs are the conveyor of the policy of the Communist Party of China(CPA),the bridge for communicating with the people by the government and CPA,and the mainstay to promote full developments of economy and society.Therefore,understanding the organizational loyalty of GCSs in time and taking positive measures to improve the loyalty is important to the stability of grassroots teams and further management of public human resources.After reviewing domestic and foreign research findings,we select civil servants in the central district of Xining City,Qinghai Province as target objects,to systematically study the influence factor of organizational loyalty of GCSs and discuss the appropriate strategy in improving loyalty.This study includes five parts as follows.The first section mainly introduces the background,significance,current research status,contents and methods.The second section is focusing on explanations of concepts and theories used in this study.In the third part,the overall situation of organizational loyalty was investigated by measuring the organizational commitment amount of GCSs.After theoretical analysis and empirical research with demographic variable was an independent factor,we concluded that the influencing factors of the organizational loyalty of GCSs included political factors,social factors,organizationalfactors,work factors and etc.In part four,a series of problems,such as low loyalty of young GCSs and severe loss of GCSs through explicit and invisible fashions,were found.Meanwhile,the reasons related were discussed.In the final section,based on data analysis and theoretical basis,the policy suggestions were given to enhance the organizational loyalty of GCSs,such as optimizing the supply of human capital,improving the professional cognition,strengthening the guarantee of organizational loyalty and improving the working environment of GCSs.This study will provide the theoretical basis and policy support to improve the efficiency of public sector,perfect management system of civil servants and improve the management system of human resources in the public sector.
